Abu DDhabi Certificate of good conduct

hi,

SO i sent out my wife's documents to the general consulate of Abu Dhabi. After a long while the post came back with a small sticker on the outisde which said rejected and all the paperwork and the money was inside.
My wife worked there on an internship for 6 months so the she docent have the required ID card for the online application, so had to send out the documents they asked for.
It look like it was even touched as everything in there was exactly as i had put in in there. I double checked everything and all the documents where right.

does anyone know if the process has changed?
