Hello,
Please help me with the following questions

1. I have Canada 4years visit visa about one year ago but, I haven't visited there can I apply for student visa? because I got admission to study postgraduate certificate

2. I live in Italy over 11 years but I am Ghanaian Citizenship, I have some funds in Ghana which I have used for investment and because of this important program I withdraw the funds in enable me to study, Can I use that bank statements from Ghana which I have enough money to finance my studies?

3. can I also add another bank statement from Italy where I lived now with my family? I have used this money in Italy account to pay part of my School fees

Yes, you can apply for study permit outside from Canada. If you have enough money to fund your education and living expenses, you're good to go. Of course, getting visa will depend on your profile. Btw, you can use those bank statements.

Do you think my previous visa will serve advantage to this applications? after all I have all the requirement with enough money on my account in Ghana but my fear is i dont have money in Italy account but i recieve some in come to that account every month, is unemployment fund.

You will have to mention your travel history and explain why you went in Italy in your SOP as well and why you want to study now and how it will help you in your career. Whatever you explain should convince visa officer that your study of intent is genuine. Just show those funds that you have. I don't know your profile, but I would recommend you to apply through a consultant.

I have a lot of travel experience ( i have been to the following countries: UK, Ireland, Sweden, Estonia, Germany, Netherland, Finland and many more!), I have both my bachelor degree and master degree from Finland Europe, and I have live in ITALY more than 11years with my family. i will explain everything as you said. can this help? and if I refuse can I still travel there with my visit visa?

Chances are quite low for the study permit as you have already done Masters and you have been traveling all over the world. Unless you do another master degree with your specialization related to work experience if any, you might get the study permit.

this program is related to my master degree I have Bsc. in Business Information Technology and Msc in Economics and Bus. Adm. Major in Information systems. now I want study postgraduate certificate in IT Business Analyst, which will uniquely identify my profession

Last advice ! please!!

But doing PG Certificate after having Masters under your belt will raise some doubt. You should go for only Masters degree further.

You can try though.

I know, I really like the course content and was advice by my previous employer to get this certificate in order to become IT analyst in their consulting firm
should I show only my bachelor when applying the visa in case I need to provide such certificate

You would have to mention of study gap if you show bachelor only.
