I think you need to send the details of your new DLI, you can do so via the GCKey portal (if you applied online for your current Study Permit that is). You don't need to apply for a new permit for that.

If you have not yet started studying at your approved DLI, then you will need to re-apply for your study permit all over again.

If you've completed a semester or more of studies at your original school, then yes. Otherwise you need to reapply for a study permit.
