About Applying For Immigration

Hello,
I live in Turkey. I want to apply for immigration in Canada after a 3 or 4 year education in Canada. So, after completing the education in Canada, do I have to return to Turkey in order to apply to immigration, or can I apply for immigration while I am in Canada?
