Hi there, frankly I still think it's a case to case basis. I can only speak for the applications made in the Philippines as that is where I am based. I know of some people who applied online and it took them 3 months just to receive a med exam request, while there are others like me who applied paper-based but was granted a visa in 3 weeks. Likewise, I also know people who were granted a tourist visa online in 3 days, and people who applied paper-based for a student permit that took them 6 months. I think there are different factors that contribute to the speed of processing an application, some I think are:
-Where will you be applying: some countries generally process visas faster than others, some countries also allow applicants to take a med exam before lodging an application
-Readiness to settle in Canada: acceptance in a school, secured finances, lodging, etc
-Urgency: do you need a visa right away, if yes why
-Your personal history and family background, purpose to study
If you think you are good for those 4, then I think you can get a visa right away
As far as the numbers on the website are concerned, I think those are the averages hehe From what I experienced and what I heard from others' experiences, I think the figures are inaccurate haha!
