A question re: PCCs - Possibility of being considered incomplete?

Hi knowledgeable friends! Thank you in advance for you invaluable advice on this journey.

Here's my situation:

I moved to Canada (on a student visa/permit) when I was 16 and completed my high school and BA in Vancouver. I haven't been in any other country for more than 6 months since turning 18 (I was in India and the US for about 70 days each, over the last 7 years).

I submitted my application without a PCC, but provide the above explanation in a Letter of Explanation.

Does anyone think that there might be the possibility that my application would be found incomplete for not including a PCC? Or if IRCC needed the PCC, would they just request one?

You weren't required a PCC in the first place so it won't be cancelled.

No, because you provided an explanation that fits with the requirements, your application will not be found incomplete.

However, it is still possible that IRCC will request the PCC. If they do this, you will have to get it.

Hey Op, similar case here, I have been in Canada since i was 17 and I haven't been to any country for a cumulative of 6 months, not even my own country. I mentioned that in a letter of explanation when applying for PR in Express entry. My application is on "medical passed" status with background check "Not Applicable", they usually ask for further document/police certificate when background check is "in progress", so it's pretty much safe to say that they won't be asking for additional PCC.
