I have a question about a technicality regarding hours worked. If I work 3 weeks at 20 hours each, this will give me a total of 60 hours, so therefore 2 full time weeks? Or do I have to add two of the 20's to make a 40 and one week, and then work another 10 hours to make up the second week.

If anyone can follow what I'm saying I'd appreciate some help.

yes, 3 weeks part time work (each week 20 hours) makes 2 full weeks.
 
just add up part-time hours and divide by 30, that will give your full-time equivalent (FTE) in weeks. So yes, in your example, there are 2 FTE weeks.
