A question about LMIA-exempt job offers – Skilled immigrants (Express Entry)

In IRCC website, there is an explanation of what is LMIA exempt job offer

In most cases, your employer needs a Labour Market Impact Assessment (LMIA) to support your job offer. Some jobs are exempt from needing an LMIA.

For Express Entry, your employer doesn’t need an LMIA if you:
  1. have been working full-time for the employer on your work permit for at least one year (or an equal amount of part-time work)
  2. have a valid job offer, and
  3. have a valid work permit that is exempt from an LMIA under
    • an international agreement
    • a federal-provincial agreement or
    • the “Canadian interests” category

My case is: Canada work experience less than 1 year; I have open work permit; I have job offer (no LMIA); I want to apply BC PNP (Express Entry International Graduates).

If I apply now, should my company have LMIA for my position? Is it mandatory now even if I go with BC PNP? Or if I apply after 1 year, is LMIA not required then?

Also, if I apply BC PNP (BC nomination), does this count as a federal-provincial agreement? Thank you.
