A question about dependent children

I and my two children are Canadian citizens but my wife is not. Our application is for my wife's PR status.

I've been informed that my children don't count as dependants for the purpose of this application. Is this certain? Do I exempt them from the 'Application Details' section of IMM0008, and therefore also from the 'NUMBER OF FAMILY MEMBERS' section of IMM5481?

If so, I have a further question: Does this exempt me from items 17-19 on the checklist IMM5491, which pertain to proof of income? My understanding was that proof of income was only necessary for dependent children.

In Question 3 of IMM0008, you enter 1, for your wife (assuming she doesn't have any children other than your two). It's true that the wording of the instructions would seem to suggest otherwise. The reason is that IMM0008 is used not just for sponsorships, but for many different classes of immigrants. In most of those cases, the spouse and the spouse's dependants are included among the potential immigrants. Obviously, this doesn't apply to you or your children.

For 5481, I assume that you never had to sponsor your children to Canada. In that case, enter them in Question 6b.

For 5491, you need to submit items 17 and 18, but not 19 (again, assuming your wife has no other children). I'm not sure how point 17 changes for people who live outside Canada.
