You need to check out all the official websites of the respective provinces, as what are the current rules for their Provincial Nominee Programmes (PNPs)... and see for yourself, which provinces offer the easiest PR option for the Master degree holders. To know more :

(To give you a heads up, provinces of Ontario and Sask 've PNP rules at place, which allows International students passing out Master degrees from Universities based in the province to apply for PNP nomination and then PR, without a job offer)
