A liar and cheat

I know some one who abuses the system at every chance. Their visitor visa expired 2yrs ago, and I assume that would cancel their work permit.
This person is just truly nasty.....I have no address or telephone number, the person is a transient but I do have the employer name and address and a valid e-mail adddress plus I know the opp has all pertinent information regarding this persons personal information.
How did I report this person?

A visitor visa is just a document that gets you into Canada. It doesn't matter if it expires while you are in Canada as long you have valid status. You say this guy is on a work permit. That is valid status. CBSA won't do anything. The visa is only an issue if he goes outside Canada/USA/St. Pierre & Miquelon and wants to come back.
