A max of 20,000 and 1000 only per profession per year to be processed only.(its a big joke)...lets suppose 100,000 complete applications they receive ,just imagine how much time it will take to process such applications..Great failure to Canadian govt. Again they are on the same path as they were before 28th FEb 2008.GREAT backlog.

Come on man! its not just at the backlog that they are trying to clear! Open yr mind and stop cursing the Canadian Govt if u want to immigrate to Canada or u have already landed yrself a visa! If u think the Canadian govt is a failure then u have the choice of not applying and dont come to Canada then! NO ONE is forcing it down yr throat! The new NOC is out cause of the changing demands on the economy and also a matter of SUPPLY and DEMAND on the different jobs existing in the Canadian Economy! If u do not have any common sense or any simple sense of logical reasoning then Better dont immigrate to Canada and stop blaming on anyone or any government!

Better for u to stay put in yr great homeland with a great goverment then!

It won't take long if 100 000 apply. After 20000, they would open each envelope, realise that it is for FSW 1, then send it back. That should take shorter time than vetting a whole application. It should be faster.

Ahmad06 - I made a mistake in my previous post. They won't need to even open the application. All they do is to check the address for which you applied and they can see what NOC you are applying under.

Not a backlog but actually they have closed the doors.... among 20000 quota..only about 10-12k are going to succeed... all applicant would be the older ones.. so they are planning to remove the back log.... but really very sad for new applicants...

Hey! I mean in demanded NOC even 1000/year processing is too less .suppose 40,000 applied in a specific NOC only 1000 will be processed/year and what about the rest 30,000?

Cap on the number of applications is something they should have introduced in the first place inf eb 2008 when the first set of ministrial instructions were introduced. But although late they have finally woken up and introduced a cap. There are around 1 lakh of applications pending with delhi in the old system who have been unfairly disadvantaged and waiting for more than 6+ years for the processing.

I think there will be a greater chance of being approved once you pass the CIO stage from now on (as compared to before) because all the documents are sent to them. So the failure rate wont be so low. The next is that when someone does fail due to security check at the visa office, CIO will be informed to allow another applicant in.

As for the demand NOC, if 40000 applied, then 39000 of them will get rejected even without their envelope being open. (i am sure they will open it but with the new addressing system, they may not have to). So it would make it faster for those who do make it and hence a less backlog.

Dear Maaties,

Is this a LUCK game ! If you applied and you are in one of the 39000, rejected people, what should you do ? Even you finds your self very talented with great potential. Then you will wait for next time and try again and if another time your one of 39,000 people then definitely your comments will not good about them. Think about this ?

If they really wants to clear the backlog they should stop taking new applications for some time and try to clear the back log.

Instead of over all quota they should assign quota to some countries so that every thing will be balanced.

I didn't say whether this was the best or worst process. I am just saying that the backlogs have a greater chance of clearing now than they did earlier and that future applications may move faster because of no 120-day process between CIO and visa office.

Remember if Canada is looking for very talented with great potential only, they will go try "recruit" at Berkeley, MIT, Standford, etc for immigrating to Canada. It is also about just bringing in people who have experience in the job needs of the country.

Yes, stopping the process would have been good but then someone else will write in to say how bad the process is and that someone talented with great potential can't apply because they stopped the process.

I don't disagree with what you wrote. I don't understand your last sentence. Do you mean send some people for Australian immigration?

I think what he meant was putting a quota on specific countries when issuing visas (eg. Country 1 - 4,000; Country 2 - 3,000; etc. instead of World - 20,000).

I agree with you. They have too many applications to process and they will be able to speed up the average processing speed by closing the door to new applicants for a while. But, I believe, as long as they get rid of all those super old applications, they will re-open the door to welcome new comers.

The rest 39,000 (not 30,000) will be rejected with a written explanation and their application feel will be refunded.

For country quotas, I am sure like Maaties said, someone else will crib. They do country quotas for greencard in the US and not everyone is happy either. Also if you have country quota, someone will say, each NOC should have a country quotas too. But we know we get more of some jobs from some countries than other countries. If you have country quota, how much would people in the US get? Is an Indian living in the US part of the Indian quota or US quota? It may be more complicated than necessary. Maybe we should wait for them to get the current rules right. For example, take the address. Now the address has the NOC listed on it. So this way they can send the envelope back without even opening it or even if they open it, they don't have to scrutinize it. But imagine, someone has two relevant NOC experience and they listed only one on the outside. I am sure, over time CIC will find their process to be a mistake.

All great ideas. Maybe CIC should have a feedback mechanism to improve their process. I did once email the minister about the CIO process that it is being done twice, one in CIO and once in the visa office.
