My wife is an American citizen who is still living in the USA and I am a Canadian citizen who is living in Canada, we almost have everything together to file for my sponsorship of her, and her PR Application. We are just waiting on her FBI Background check. I am pretty sure I fully understand everything that needs to be known about the PR process from reading threads on here and going to my local MP's office and asking questions. My mom a very controlling, stubborn woman says she talked to someone yesterday that proves I am wrong, i just want to ask you guys a couple of questions, I am 98% I am right I just want to put that doubt to rest.

What is the length of timeline from the point we mail our package off to Missasauga (outland to Buffalo) to the time my wife she get her PR card?

When my wife gets her PR card, what rights does that give her in Canada?

What is the easiest way to get my wife up here permanantly? (PR, Work, Study) which visa?

Thanks again, like I said I thought/ think I knew as much as i needed to know but my mother has put doubt into mind and just need to clear everything up.

Assuming you are taking the spousal route - There are two places to look
http://www.cic.gc.ca/english/information/times/canada/process-in.asp#n1 currently showing 37 days, and
http://www.cic.gc.ca/english/information/times/international/05-fc-spouses.asp#west currently 4 months plus.

The actual time depends upon your specific case, there are people that get processed quickly through Buffalo, others do not.

I know it is all so complicated to get this right and its so important for it to be. I also have had conversations with my motherinlaw, who says she knows exactly what I need to do so I don't go through all this time and stress, but its not quite true.

1. Although everyone's timeline is different, generally it takes about five weeks to get your approval of sponsorship once you have sent your application to Mississauga. As you can see, it says on this page http://www.cic.gc.ca/english/information/times/canada/process-in.asp they are currently working to 37 days for spousal applications.

The second part is the application aproval. It is quicker to do it outland, as you are, and as you can see on this page http://www.cic.gc.ca/english/information/times/international/05-fc-spouses.asp 80% of applications through Buffalo are completed in 10 months, but remember everyone is different and it depends on your application and how much information and evidence you put through.

2. Once your wife gets her PR card, it gives her all the rights of a normal resident i.e. she can work, get healthcare (although some Providences have waiting times), alothough she must be in the country I think 2 or 3 years out of 5 to keep it. Others may be able to clarify this point.

3. There is no easy way to get your wife up there permanently to be honest, all have applications and form filling and costs, but I believe the only permanent way is via PR, as work and study visas are all time limited. But others may have a better answer for this.

1. Approx 5 weeks for sponsorship to be approved in Mississauga + 4 to 8 months in Buffalo.
2. Live and work anywhere in Canada for any employer, healthcare (according to provincial residency laws), and all other rights (same as you) except the ability to vote in any civil election and to serve in the military (generally) until/if she becomes a citizen. She must live in Canada for 2 out of every 5 years to maintain permanent resident status.
3. The only way to get her here permanently is the PR visa.

As for sponsorship approval in Mississauga mine took about a month more or less. We are applying outland in Hong Kong which is significantly longer than most places according to the online stats, but we have already (after only a month) received word from them that they are on the case.

The other respondents to this thread have already done a great job pointing out the rights and responsibilities of a PR so I will only add we wish you good luck and Godspeed in your application, and a happy life together thereafter!
