A family of a refugee

Hello everyone,

A friend of mine has just got a refugee status. He's got a family of 3 members (a wife and 2 kids: 7 years and 4 years).
He is wondering when his family will be able to join him and how. What should he do? Are they included as refugees?

Did he list his family members in his application? They will get PR around the same time he is approved for PR - and at that point they will be able to join him in Canada.

Yes, he did, but how can they join him, since the kids haven't had any passports yet and I don't think they will be able to have them in the future.

These are the steps/phases to get re-united with the family once a person gets a refugee status in Canada:-

1) when the refugee submits his PR status application he includes all his dependents (spouse and kids) in his PR application as accompanying dependents.
2) During the process of the PR application ,the embassy overseas request further documents for the dependents (e.g medical exam, some additional forms etc)
3) Once the overseas embassy/cic office completes the dependent's medical, back ground checks and security screening they issue them a PR visa.
4) during the step 3, the person in canada (the principal applicant) gets his PR status/PR card.
5) the dependents comes to canada and land as Permanent residents of Canada and they are NOT considered as Refugees.

Dependents of refugees: they are not refugees in their own rights and enters into Canada as dependents of a refugee.

Passport of the dependents: In the step 2 explained above the embassy will request all the identity documents and passports (if you have not already submitted them with your own PR application).

NOw in your case as you have said they are unable to obtain a passport from their home country?? you have to provide more information to get a better advise on this issue. arnt they living in their home country? why does their home country refuse to make/issue their passports?

my question is that is it mandatory to submit the passports of dependents at the time of initial application or you can submit these, later on, on CIC demand or if not submitted at the time of initial submission will affect the processing time.

On the initial submission of the PR application if you do not have your depends passport (photocopy) then you can send them any time later. either when you get them in hand or wait for the additional documents request from cic.
it is always better to provide as much identity documents of your dependents along your PR application such as birth certificates, identity cards, passports (which ever you have in hand or can get in hand easily).
obviously getting a document request letter and then sending the requested documents takes time..during your process sometimes such delays goes un noticed..but surely it takes time.

I am the spouse (husband) of a refugee who has applied for her PR Card. Recently she received an email from CIC, instructing her to inform me to apply for my PR from New Delhi.
Do know how long on average will it take for my PR Visa?
I would appreciate your response.

Timeline depend on the Delhi visa office, try to submit your complete application as soon as possible without delay. I hope it will be fast.

By the way can you share timeline of your wife with us.
I mean when she applied for PR.

now it is more clear. but do we have to pay the processing fee for the accompanying person (outside canada) with the initial application.
