9 months waiting, eCOPR to PR card

Hi I just would like to know if anyone is in the same boat with me. My question is that when I should submit a Solemn Declaration Concerning never received a card?

Here is my timelines
eCOPR: Oct 16, 2021, online landing
PR card application received showed in GCkey: Dec 20, 2021.
Processing center: OSC
Current status: still processing PR card application

I have tried raising webform 3 times, and sending e-mail to PR portal online e-mail twice, no useful updates provided except we are processing.
It is beyond timeline stated in their website.

Did you got eCoPR? usually its like golden email, portal cerdentials, eCoPR, pic upload, pic acceptance and then PR card.
