5257 Schedule 1

My parents applying for a multi entry visa. My dad served in military for 1 year back in 1975. Does he have to fill out a 5257 - Schedule 1 form?

It says if you checked box "yes" (that you served in military) you may be required to complete Schedule 1 - Application for Temporary Resident Visa.
