FST and CEC streams don't have too many requirements, so it's possible to score very low on human capital under those programs and still be eligible. The lowest theoretically possible score for FST is 624, for CEC (with LMIA) it's 664. And don't forget, it doesn't necessarily mean that people who score low aren't qualified, they may just spend less effort on getting a high score - it's possible for them not to do ECA, for example (not a requirement), which would lower their scores significantly.
