Yes. This is the maximum score.
you can check requirement for each provincial PNP program (there are lot of there). You can also check Quebec.
Your score tells absolutely nothing about you, apart that currently you are not able to get a direct ITA with it.

1. No Chance,
2. Yes, few provinces takes scores as less as 350, like Alberta, not sure what is the current cut-off. Also, you need to check your NoC if it aligns with the low score cut-offs of Provinces, for eg, though Alberta takes scores less than 350, your NoC might not be in demand list. There is the catch
3. If you think you can study again, go for GRE + Academic IELTS and study in Canada.
