The options are:
1) improve English (or French) test results
2) gain more education
3) gain more work experience
4) get a LMIA-supported job offer (incredibly unlikely)
5) get provincial nomination

Without knowing all of your details, it's impossible to say which option is best for you.

My consultant suggest to subscribe their Job Assistance services in which they will float my resume among various canadian employer and will arrange for remote interviews with relevant employer for my profile.

I have already 7+ years of experience in software quality assurance and business analysis.

Would this be helpful or they just want the money and will give me some excuse after 2 3 months and will ask me for more money fo provincial nomination to take my case further.
please suggest...

For an employer to get an LMIA for you, they have to prove that there is no one in Canada who is capable of doing the job.

So the consultant may send out your resume, and may get you some interviews, but unless you have a very unique skill set, it is very incredibly that you will get an LMIA-supported job offer.
So I think this Job Assistance service is pretty useless.

Don't know how many people got job offers from these consultants. I have applied thousands of jobs but couldn't get any positive response

Getting a job while you are outside Canada is hardly possible, unless you have niche skills and experience and the demand is not met locally in Canada. The closest you can get to get an interview call is once you have landed in Canada.

The best you can do now is to lookout for all the companies which you would like to target, look at their career pages, LinkedIn pages, try to connect with people on LinkedIn, if you have any friends over there, try to see if they can introduce you to someone in their contacts which you can leverage once you land in Canada. Identify important job consultants, whom you can fall back on in case you do not succeed on your own. So once you land in Canada, you will be well equipped.

The best option for your now is to go the PNP way. If you are nominated by a province, you will get 600 points added to your CRS thus making you eligible to revive an invite in the next round of invitation post nomination.

The best and easiest way it to get provincial nomination.
You can focus on Saskatchewan nomination. It's EE category only need all 6 IELTS score.
You can refer detailed information on "http://www.saskatchewan.ca/residents/moving-to-saskatchewan"
Wish you good luck!

Saskatchewan only accepts applicants who have work experience in an in-demand NOC.

PEI and NB are both NOC neutral.

improve IELTS score... if you have 7 years experience then you are probably around 30 yrs of age, with bachelors degree atleast i'm hoping ??
With CLB9 you can easily be over 420 or 430... if you have masters then over 480.
