I think it is right to citizenship new rules apply to new arrivals from the date of entry into force -June, 11, 2015

I understand now that the new rules apply to all people who to date have 3 of the 4 years.....is it true

You are incorrect.

The new rules apply to everyone who submits a citizenship application from tomorrow forward. It doesn't matter when you became a PR.

So if you haven't submitted your citizenship application yet - the new rule (4 out of 6 years) applies to you.

You've posted this same question twice before and received the same answer. Not sure what you are trying to gain in bringing the same topic up repeatedly (posting in this forum isn't going to change the rules).

If you think the rules should be different, then you should be looking to get involved (i.e. financially support) the legal action being discussed in another thread here.
