2nd time visa refusal in bucharest

hello,

please if some one can give me an advice regarding our situation:

my brother 24-years old applied for a visa last year aug 2009- by dhl single entry- he worked for my father's company in roumania , finished his university last year. put bank estament also with 2000 euro....not enough he was refused dirrectlly by poste.
2nd time, today, he went there again to apply in person ready for an interviw........give the documents.....he applied with his fiance........put the bank statements with 1000 euro each, work contract at the company, salary, vacation date-1st sept-1st octobre, reservation plane tikets, our invitation letter with our accomodation here during their stay, our paye slip, taxex for 2009, rental contract, copies with my status here-permanent resident and my husband cityzen.....so really full of papers. And not even demanded for an interviw they were denied again. Everybody got toda the visa- around 20 persons but not them..
what can you tell me about that? please. they've said they don't have enough financial support during their stay- but we have like 80k per year here an they've had 2000 euro in bank....and that he might not return back after the vacation.

do you think that they take a look in my immigration file? or why they did that? when i came here 1 st time i came with a visitor visa, second time the same thing and then we got married and i was sponsored by my husband. it's been like 5 years since.
we want to appeal.....to ask for a reevaluation, have anibody done that there or somewhere at the ambassy? thank you for taking you time reading our case.....i'm so upset right now i need to do something to obtain more infos.......there s got to be somthing else to do for them. we work here,at the bank and i have a gouvernmental job....so we have a good base here......how come they've said..not enough financial support for them ? thanks a lotfor all your opinions

Somebody has told me that the proof of funds needed for Canada visit visa is at least CAD 5000. 2000Euro is not enough. The remaining balance in the bank account submitted is also not the deciding factor for the visa officer that will convince him/her that you have the financial capability during your stay in Canada. It is your bank statement for the past 6 months. The bank statement will tell the VO your financial capability to travel to Canada. One time big amount deposit to yor bank account will give the VO the doubt that you just borrowed the money and possibility of landing in Canada without the money is high.

Amount of money needed also depends on the lenght of stay you intended in your application. The longer you stay, the bigger the money they need to see in your bank account.

Invitaion letter from a friend or relative in Canada is an option to strengthen your case. Ask your friend or relative to send you the invitation letter together with a document showing their status in Canada, and a bank statement showing their capability to support you financially during your stay in Canada. In the invitation letter, it must be stated that your friend will take care of all your financial needs during your stay in Canada.
