2nd attempt for visa mentioning wanting to marry?

I applied last summer for a visitor visa but got rejected, we decided with my girlfriend to meet elsewhere instead a few months after.

On my first application i didn't mention her name fearing they'd reject me cause of it (said it was for vacations which in a way was true since she was working full time and we'd mostly get time together evening and weekends).I got rejected due to lack of ties to my country.

Anyway we decided to marry in a city hall so we can finally live together, is there any chance I'll be given visa this time with the purpose of marrying? We plan to live together in canada after we marry, she should be able to sponsor my visa seeing how she meets all criteria.

Has anyone ever applied with the purpose of having a marriage and got accepted even if she/he lacked ties to her/his country?
If not does anyone know a few places we could marry without having to be in that country for 15+ days?

Generally they wont grant a visitor visa for that purpose. They will recommend you get married and apply "outland" from your home country. Once your PR is approved then you can move to Canada.

Mentioning that you plan to get married will reduces your changes of approval even further.
