23Kgs Baggage clarification

Hi Forum!
This topic was not discussed much earlier so I thought of exploring it more. Some Airlines allow 2x23kgs baggage (L+W+H not more than 158cms) & some allow 3x23kgs baggage. Now, there are two types of baggage available in the market- 1. Numeric Lock Bag & 2. TSA Lock Bag.
People say it is better to use bags with TSA lock ( Travel Sentry Approved Lock) as the Customs Officers have a Universal key to open it. (so that they can open it, check the luggage & re-lock it again). They say that if we go with a simple numeric lock baggage then Custom officers Break the lock or Tear the Baggage to check the luggage!! I need the forums's suggestion here:
1. How about buying a simple 'Numeric Lock' 23kgs baggage & buying a "separate TSA lock" worth 400 to 700 rupees & fix it on this simple baggage? {which I think is economical & better option}
2. Or Do you suggest to buy "In-built" TSA Baggage.
The difference is Money! Simple Numeric Lock baggage comes anywhere between 3000 to 5500 & separate TSA lock for 400 to 700 rupees whereas In built TSA lock baggage comes above 8000 rupees roughly. ( In discount or Naval Canteen you would get them cheaper but the price difference always exists). Your suggestions might be helpful to a lot of students here! Thank You:)

so much over thinking....buy a bag without lock .....I never lock my bags no point(I travel a lot).....if u want then later u can buy a TSA approved lock ...either use TSA locks or bags without lock but never use ur own lock as they will most likely cut it open

I agree. Buy a bag without a lock. I travel extensively all over the world and have never used a lock.

If someone really wants to get into your bag - they will find a way no matter what kind of lock you have.

Save yourself the money and don't bother with one.
