Unfortunately yes. The task clearly states to write 250 words minimum.

Task 2 is the main task of your writing test and contributes the majority of your writing test marks. The word limit is just one of the factors in score distribution. Definitely you will be penalized but all depends on how clearly you have gone through the remaining task, your grammar, sentence structure, spellings etc.

I wrote only 110 words in task 1 and still scored a 7 in writing. So keep faith!!
