2 years under-grad study and work permit

I have completed 2 years under-grad diploma from college and i have also enrolled in 1 year diploma from same college.(I have only done high school from my country)
I am confused now ,should i do 1 yr diploma and will it help me in my PR or,
I should just apply for work permit(i assume i get work permit for 3 years) and find a full time job and get experience and then apply for pr based on my experience.

any advice will be greatly appreciated.

Getting a full time job and Canadian experience would be my vote but of course there is a lot more involved in qualifying for PR.
