2 Student Permit Refusals; Can I enter Canada as Visitor?

Hello! I have been refused for a Student Visa twice already, March 15, 2021 & Aug 13, 2021. It says on the Canadian website that fully vaccinated foreign visitors MAY be allowed to enter Canada for discretionary travel after September 7, 2021. I already have a valid Tourist Visa. Will there be a problem at the POE if I come to Canada as a Tourist after two SP refusals?

Being refused study permit does not impact on your tourist visa. You can still visit Canada with a valid TRV.
