2 refusals from University Canada West

Assalamu aleykum everyone, I am from Uzbekistan and I work at the Ministry of Finance of Uzbekistan as a senior economist. I have 3 years of working experience and ielts 6.5 (writing 6.5, listening 7, reading 6, speaking 5.5).
3 months ago I received letter of acceptance from University of Canada West through my agent to MBA program and paid 7900 CAD tuition fee. One month ago I applied for study permit to the Embassy of Canada and got refused for 4 reasons (purpose, limited employment prospects, current employment situation and financial status). After 10 days I reaplied and yesterday I received another refusal for 2 reasons (purpose of visit and limited employment prospects in your country of residence). Although, I explained my purpose of visit in my study plan and enclosed a letter from my work stating that I will be promoted after return to my home country, they did not believe and refused.
What can be reasons for refusal?
May it be the reason that University I have chosen is not top and private? Does it help me to get my study permit if I change my University to the top public one?
Is it possible to get visa from Canada after 2 refusals or Am I blocked by the Visa officer like USA?

I have seen lot of refusals for UCW...better to change to a public school..also i assume you have addressed VO concerns in your sop while reapplying...just my 2 cents

UCW is a diploma mill. Pick a better uni/college. Also apply for GCMS notes to know what the stated reasons for refusal are.

Yes, I just wrote VO concerns to study plan. Do you know how to come over refusals from purpose of visit and limited employment prospects?

YEs it is. My refusal had one clause, 'purpose of visit' and in GCMS notes they mentioned missing transcript of undergrad and a under grad to masters mis match. With that info, I have now applied again.

So yes, apply for GCMS notes. Also on this forum, there are many who got their study permit after 3-4 tries as well.

UCW is a approved DLI. The basis of rejection cannot merely be this. I have seen lot of candidates getting through in first try. Have you at any point requested for GCMS notes? If not, you definitely need to do this before you apply again. Rejection reasons provided are mostly generic and does not mean much.

One question they might ask is how a degree from Canada will help you in your government job which is very location specific?

Haha. And they moved to another rented location, Downtown Vancouver. In 7 years, University reallocated 3 times to different addresses.

Even my kid's crèche has been at the same location for 55 years and counting .
