For raising an enquiry or uploading documents, Is there any difference between the links below:

One of them is specific to Abu Dhabi and the other seems to be for all. But I would appreciate your thoughts as well.

No difference. Each visa office has its own specific link but I don't know how many people bother to use them. If you know your visa office I suppose it means you'll get a response faster.
