Hi,

I have worked as a PART TIME Assistant Retail Manager at a store from May 2018 till May 2019. My hours have not exceeded the 1560 hr mark required by CIC.(NOC 0)
It should be close to 1380 hrs.
I started another full time job at a media company which qualifies under NOC B from February 2019 and I will complete 1 year there in January 2020.
I am unsure as to when I can apply for the PR, should I apply in February 2020 or should I apply in May 2020?

you can apply once you reach 1560 hours and you can combine the jobs to make it one year as you worked in canada.

How many hours did you work per week? If it is 30 or more, IRCC considers it to be full-time. Regardless, when you add up your hours, you cannot count more than 30 hours per week. Note that you should only count the hours before you started your full-time job (February xx, 2019). There´s nothing wrong with working 2 jobs at the same time (provided you held an open work permit), but since you cannot count more than 30 hours per week, the hours you work part-time on top of a full-time job cannot be counted.

Then divide your corrected total by 30, that gives you the number of FTE weeks from your part-time job.

You can apply as soon as you have 52 weeks of FT+FTE employment. Looks like you qualify now, based on what you have written.
