2 applications n withdraw problem

My husband lives in Montreal as a full time student on student visa.. I got married on 29 July 2015 .. We got only 1 month to live together .. After that we gathered all document n applied on spouse open work permit for my vissa as this is opportunity for students in Quebec .. I applied on 28 Nov. 2015 since there is no further processing in my application ... As for Pakistan their time is 9 months
Now I want to apply on visitor visa becoz visitor visa has only 47 days for processing ... N I want to go to my husband ASAP.... My questions are
Can I apply on visitor visa widout withdrawing my SOWP visa application if I can apply which application will b consider n working 1st .. What is the better option 4 me... Plzz guide me plzzz I need expert advice

Sure - you can certainly apply for the TRV. There's obviously no guarantee you will be approved and there's a chance multiple applications will reduce your chances of being approved for either since it will look like you are trying to do anything you can to get to Canada and CIC may be concerned that you have plans to remain in Canada long term. I would personally wait for the SOWP to be processed and not submit the TRV. While you wait, your husband can visit you instead of you visiting him. But if you want to apply for the TRV then you can certainly do that.

What if I withdraw from first application so CIC had only 1 application to work ...and do they allow Pakistani on spouse open work permit.... I never heard a positive response that from Pakistan anyone got this vissa that's y I'm in a big doubt

Sure - you can withdraw the SOWP application. However TRVs don't necessarily have high approval rates either. So again, there's absolutely no guarantee a TRV will be approved (even if you withdraw the SOWP). What you do is really your choice.

So as a Pakistani what option is better for me... To go on trv or sowp plzz guide me what to do n if I got rejection. On trv how many times I can apply again n again ... . Its getting hard for me to live away from him :(
