My one year old just received his Canadian Citizenship Certificate (was born in Pakistan to a Canadian Citizen).
We are now applying for his first Canadian passport.

We are including this:
pptc-042, 2 photographs both stamped by photographer with date & his address, (one of which has signature of Guarantor also)

The problem:
What I don't understand is why I need to submit the PPTC116 Notice also. Because it only applies to cases of temporary passport, which is not our case because the child already has his canadian citizenship certificate.
We are neither travelling anytime soon, nor are we requesting a limited validity passport. We need a normal passport for the child.
 
If i submit the pptc116 form anyway, will they issue my son a limited validity passport rather than a normal 5-year one?
 
Does it say that that certain form is needed? It seems a little redundant. But as for the length of time, many places issue a limited validity passport as or young child as two years can have a big difference in appearance. My son's happens to be 5 years ( US) when normally it's ten.
 
Where does it tell you to submit that form? It is not required for someone with proof of Canadian citizenship.
 
The Canadian Consul General (Honorary) in Karachi, Pakistan says that for "first passport" applications for a child. You need to submit the pptc116 also despite presenting the Canadian Citizenship certificate and demonstrating no urgent need of travel.

The point regarding issuing a 2 year validity passport to a toddler makes sense, as you rightly mention they grow quickly.

how long did your proof of citizenship process take?
i sent my new born application in November last year .

they sent me a letter in December saying they will process it .
