12000 caps are filled!?!?

I was about to sent my application tomorrow, but i found above information today.
Do i better send application after May 1st for safe?

I don't know why you think that the cap has been maxed out...

How will it matter if you send it out now or on May 01? You will be able to make it under CEC as the occupation caps and overall cap have not been reached.
