1 year postgrad certification at George Brown+ 1 year masters at a university ??

hello everyone, can u tell me how is the reputation of university of Waterloo? i wanna apply for MEng in electrical and computer engg there.
secondly, will my postgrad certificate of 1 year and master degree MEng of 1 year too will amount to fetch me a work permit for 3 years?
Thirdly is there any difference b/w MEng and MS. if so tell me the difference

M Eng is a specialised masters in engineering area while a MS is a Masters of Science in yr chosen field of studies and most MS degrees can be research intensive and some in coursework.
