1 year masters + 1 year certificate

I have a one year masters which I completed in 8 months and also I have a one-year ontario graduate certificate which I am completing in another 8 month. Is this sufficient for a 3 years masters

You mean PGWP? Were the programs done continuously? If so it is possible. You will know when you submit and get PGWP.
