1 or 2 Job offers under application?

Under the FSWP it says a job offer has to be Made by up to two employers

In order for the requirement, to become eligible would I have to have 2 job offers under application from a Canadian employer or is securing just one enough?
(As if trying to land just one job offer isn't enough with an LMIA)

Can someone please clarify this for me please..

Up to two means up to two.. so one is enough
