#1 - You can always contact your previous empl and tell them what you need and why you need, I am also from India and did same thing with my previous employers.. and they did it with no issues / concerns.
From current employer... just tell them you need to apply for Canada visa ( don't tell them PR, if they ask in detail u can tell u want to apply for tourist visa) and tell them it is visa office requirement, it worked in my case ( atleast you can give a try)
#2-better to have some certification which are accepted globally PMI, Sun,ITIL,IBM....., it is not easy to get job if you are not in Canada. Once you got PR, take a break (vacation, don't leave your current job) land in Canada and start applying for jobs, it will give you idea and if you are lucky enough you might get job soon... ( also if your current company has presence in canada it is good for you always explore that option)
