Hello guys, I am applying from Mexico and the official instructions from CIC state the following:

Do I need to provide a Police Certificate for Express Entry?
Yes, but only after you submit your application. When you apply for permanent residence, you will be asked to upload a police certificate. Instead, you must upload a document that states: “I am applying from a country that requires an official request letter from CIC to get a police certificate.”
CIC will then review your application. If it is otherwise complete, we will send you more information on how to get a police certificate. Please read the instructions above for more information.
NOTE: CIC will not accept police certificates sent by mail for Express Entry applications.


My question is, do I send in the police certificates from the other countries that I've lived in or do I wait to get the Mexican one and send them all at once?
 
If this is going to be a single PDF file that needs to be uploaded for all PCCs, then the first page should be a LOE in which you mention that you are applying from a country which needs CIC request letter to issue the PCC for this current country of residence.. All the PCCs from other countries should follow this LOE. I think this should work out fine.
