You can merge and upload it. Just add a LOE as well which should contain the contents that you are submitting.

Hi friends. I just received my mail from CIO/BRCD for PPR. This is to inform you guys. One catch, I have a change in family composition and I need to inform them, should I reply them back on the mail itself or raise a webform separately. Please suggest the right thing to do.
