    Thanks, this helps to understand the process better. It would be nice if the IRCC would initiate the background checks at an earlier stage so that it could run concurrently with the other steps and not keep it for the very end, since it is typically the most lengthy stage.

    Thanks for the reply. Yes, we will be doing the additional tests. I am trying to understand the logic behind it. I would have thought the pre-arrival services eligibility letter would be issued only after all the eligibility criteria for granting the permanent residency had been met.
