Nope. IRCC won’t allow you to file an application in such case. You need to have some language proficiency document with you in order to apply for study permit. You have just secured your place in that particular college but to get un-conditional offer you need to have that document with you...

No, I'm yet to apply for this conditional offer. I just don't have acad IELTS score, but I'll attach rest of the docs with my application and will provide IELTS acad score after this COVID situation.

Check with unis/colleges whether they are providing you conditional offer letter or not, so that you will get enough time to appear for IELTS.
