It was a budget, government finance bill. Immigration section was a very miniscule part of that bill. Only 2 sections were with regards to immigration, otherwise there were around 400 sections. Also budget bill always gets passed in 2 months.

No new PR program for Ukrainians. Minister said at a immigration conference that Ukrainians coming to Canada on the special work permit would be able to become PR through existing programs.

No not so soon. The bill says that there must be a public consultation process before any changes (NOC catagories) take place. It'd be most probably in November when the new TEER system comes into force.

As I'm aware two or more NOC's can be used to complete one year CEC requirements. But does it also award 40 points?
