Yes, I called IRCC the next day, and they confirmed that my Eligibility, Security, and Background checks are all passed and that they are finalizing the application which can take from weeks to months.

Update: I had called IRCC the very next day and was told that Eligibility, Security, and Background checks are all passed and that they are finalizing the application. Today, I received my GCMS notes which say the following in the Assessment section: ASSESSMENTS Eligibility: Passed...

Yes, looks like it. I called the IRCC number and found out that all three components: Eligibility, Security, and Background checks are all passed. So relieved now!
