Because it became mandatory for all nationalities only from Dec 2018. Before that, only some nationalities had to give biometrics for work/study/visitor visas.

Wrong ! Your PR application will have the same UCI as your previous WP UCI. This is usually reflected in the system after medicals passed.

True ! I din’t have to give biometrics as I got my WP in Dec 2018 and I hold an Indian passport. It became mandatory for all nationals from Jan 2019

Knowing that IRCC has put forward the biometric exemption for candidates who gave it in the past, can you please confirm that you have never given biometrics earlier??? This way we can confirm that service canada is only calling candidates who have not given biometrics before.

@legalfalcon thanks for the detailed explanation on “valid” and “passed”. However, you have mentioned in other posts that security starts only after eligibility is “passed”. So does this mean that a “valid security” is already an indicator of “passed eligibility”?
