Well, you can apply for PGWP, but you can't start working.

I'm going to graduate in Dec, but you know, for such a situation, it's totally possible I can't get a valid SP when I graduate, then I wouldn't be able to work during implied status, so worrying about this now

yeah，that means they are reviewing your eligibility now, usually you will get a decision made soon, but I am not sure how fast this will happen during this pandemic, but this is definitely a good sign! Congrats！That also gives us some hope:)

The processing time from IRCC website for SP extension is decreasing to 30 days, but they seem haven't started dealing with any of the backlogs, haven't heard anybody got eligibility review started or approval without biometrics, no matter SP or WP, that's really a hard time

biometrics correspondence letter is something to inform you IRCC has received your biometrics data, I guess you mean biometrics instruction letter? It's supposed to be given to you in 24 hours after you submitted your application
