I finally was able to get in touch with IRCC agent and they told me that the text means that COPR itself is not valid for travel. I will need valid passport and visa along with COPR. Also, we are exempt from travel restrictions if we are moving to settle permanently and not going for short stay...

Does this mean not valid for traveling outside Canada once we land in Canada? - Are people living...

They did not mention any specific office which means it is all across. Sydney VO was quiet for a while and it seems like they are clearing up their backlogs. That is my understanding.

I am using UPS next day shipping to send as well as on return envelope to get it back asap. According to Google and friends, it take at least 2 weeks to get it back.

According to our conversation with IRCC agent on October 1st, we were told that things were going to change after Oct 8 and PR application processing will pick up speed. And that is what I saw. Keep your hopes high and eyes on your emails. It is coming soon for all!

@dreamer17 Congratulations ! And definitely a big ray of hope. I have the same AOR date, PNP province, VO and NOC. Does this mean I can expect a good news soon? Or it doesn't matter and it is randomly done.

Hi All, Anyone here with their application stuck at Sydney Nova Scotia CIO? I have my application with everything approved except final review for over 3 months. Seems like it is in complete hibernation state.
