You will need an employer to file your h1b and upon approval you will get l797.

Thanks a lot for the information. I still have 2 more years on PR, but thought of applying from USA. Will definitely visit Canada and apply from there. This is a great suggestion. I might need to put my USA address in the history and update Canada address for the duration, right?
