I was in similar situation. Latest available was at 37 days or so. I sent a a web form query but did not get any response. Parents went to appointment, VfsGlobal did biometric without any problems. On IRCC website, now it shows biometric has been received.

Yup. Kind of "rejection letter".

It changed to delivered the very next day. It's seems this is normal. I had to resend application for wife (fingerprint problem). It followed same pattern. FBI issued clearance, in both instances, the day it was delivered.
