What does it mean that both the main applicant and partner (common law) received the "we're still working on your application" email? The rest of the emails goes "You may not have heard from us in a little while. This is normal." etc. We didn't contact them asking anything so the emails weren't...

Nobody is "close to PPR" because PPRs aren't being sent out until further notice (applies at least to applicants based outside Canada as non-essential travel is banned anyway), as clearly stated on their website in the coronavirus advisory section.
