The local embassies are closed in most places. The PPR email comes from the local embassy not IRCC. That is an indication that all is well and you need to wait for "normalcy" to resume and you will get the email from the embassy.

Additional Document March 6th, no PPR. Normal processing times, something should have popped up by now.

They have indicated that they are processing applications still but they might experience delays. I have also seen guys getting their PPR but return of passport delays.
