If you are applying for noneEE, I am sure that you have to pay for biometrics. I had two friends that they did not, similar to your case and they had extra steps before AOR to pay the fees which caused some delays.

With the current EE draw situation, unless you qualify for STEM/Health/etc draws or you have a very high score (above 500), you better not to count on EE draws as they are completely unpredictable. I believe going with OINP makes more sense, but you should consider your case.

I was in the pool with a score of 489, IRCC didn't redraw until I lost 10 points due to age in two years, now 483 seems high to me.
